The Precinct Chair Filing Period to Run for the 2020 - 2022 Precinct Chair Term is Now Open Through December 9, 2019


What is a Precinct Chair?

The position of Precinct Chair is a Democratic Party office, elected every two years in Democratic Primary elections. Each Precinct Chair represents the voting precinct in which he/she lives, and in our county serves on the Harris County Democratic Party (HCDP) County Executive Committee (CEC). A precinct with no precinct chair is referred to as a “vacant” precinct. Before and after primary elections, County parties may appoint precinct chairs to serve in vacant precincts.

As a Democratic Precinct Chair, you should be willing and able to:

• Attend quarterly HCDP CEC meetings as a voting member.

• Contact Democrats who live in your precinct, and remind them to vote in all elections.

• Support Democratic candidates/officeholders on your precinct’s ballot.

• Not openly endorse candidates/officeholders from any other political party.

As a Democratic Precinct Chair, you will be given priority if you wish to serve as an Election Judge at your polling location. However, Precinct Chairs are not required to be Election Judges.


How Do I Run For Precinct Chair?

You can file to run for Harris County Precinct Chair in the March 3, 2020 Democratic Primary election from Tuesday, September 10, 2019 through Monday, December 9, 2019. If you file and are elected, your term of office will begin June 2020 and end in June 2022.

If you are not already a precinct chair, in addition to filing for the next term you can apply for an appointment to the current unexpired term which ends in June 2020. If you are the only person who has filed for your precinct, or if no one has filed, your precinct will be available for an appointment.

How Do I Complete the Application Form?

• Print the “Application for _______ Chair on Primary Ballot (2-1)”

• On the top line, make sure to fill in “Application for Precinct X Chair on the 2020 Democratic Party General Primary Ballot"

• Under Office Sought it should read “Harris County Precinct X Democratic Chair” where X is the voting precinct number where you reside. You must live within the boundaries of the voting precinct you are running for. If you are not sure what voting precinct you reside in, click here to find out.

• Complete the form through "Length of Continuous Residence". Please do not complete anything past this section or sign the bottom of the application form unless a Notary Public is witnessing your signature on the form.

• Be sure to fill in all required information in the top part of the form before turning it in. HCDP cannot correct or complete your form. Incomplete forms will be rejected, and those with incorrect precinct numbers will be invalidated after the election. 

A Notary Public must witness your signature on the form. When notarizing your Precinct Chair Application form, you have two options:

1. Take the form to a Notary Public yourself, have it notarized, and then mail the original form to: Attn: Elections Department; Harris County Democratic Party; 4619 Lyons Ave, Houston TX 77020.

2. Call the HCDP office at (713) 802-0085 to ask whether a Notary Public is available. If so, bring the form to 4619 Lyons Ave, Houston TX 77020 in person to have it notarized and hand it in to a HCDP staffer.

After Filing, How Do I Confirm That I Am Officially A Precinct Chair Candidate?

Please allow 2 - 3 weeks after your filing form has been received by HCDP. Go to this Texas Secretary of State web link, check "Democratic Party Only", and open "Precinct Chair Candidates" list. Scroll down to Harris County. All precinct chair candidates completed to date will be listed in order by precinct number. 




The application below is ONLY for appointments to vacant precincts to serve out the current Precinct Chair term which ends in June 2020. This is NOT the application to run for the 2020 - 2022 Precinct Chair Term.
